Why Not Adopt Through The Regular Program?
If you've spent any amount of time in the very large and thriving China adoption community, you'll quickly figure out that this is a very hot topic of discussion! If you're new, you may be wondering why you should adopt a special needs (SN) or waiting child? Why not adopt through the NSN (non-special needs) program?
Wait Times
The China international adoption program was one of the largest and most stable adoption programs in the world (and continues to be so today). When most people think of adoption from China, they think of that adorable little black haired baby girl! 
However, due to a number of factors (we'll get to that in a minute), the wait time for the referral of a healthy baby girl has grown enormously long. The wait time to adopt a healthy baby girl from China is AT LEAST five years, with the wait times continuing to grow. Wait times are projected to increase to as much as 7-10 years. The CCAA is currently matching families whose paperwork was logged into the CCAA in June of 2006. These families waited almost five years for their referrals! Why Is The Wait So Long? There are many factors that play into this. First, there are supposedly fewer and fewer healthy baby girls available for adoption according to the CCAA. More children are being adopted domestically within China, and more Chinese families are adopting modern attitudes about girls (thus fewer abandonments of healthy baby girls due to their gender).

May 2007 Rule Changes
Secondly, in May 2007, the CCAA tightened their requirements for adoptive families. Before these changes took place, a huge surge of families who wouldn't qualify under the new rules rushed to submit their paperwork before the changes took effect. Some people believe that the CCAA instituted the new regulations in order to decrease the number of families applying for adoption in the NSN program, but unfortunately the new policy had just the opposite effect!
Thirdly, the CCAA has just flat stopped referring as many children as they used to. When your paperwork (dossier) is logged in (LID) into the CCAA system, the CCAA matches families in the regular program in order of their LID.
Current Referral Rates
The CCAA issues referral in their healthy child (NSN) program approximately every month. In previous years, the CCAA would issue referrals for 4-8 weeks worth of LIDs every month! Currently, they are only matching 2-7 days worth of LIDs every month. As you can imagine, this has caused a MASSIVE increase in wait time for families in the NSN program. The CCAA is currently issuing referrals for families with June 2006 LIDs. That is almost a five year wait!

At the current pace, the wait is expected to grow to as much as ten years. Many people are speculating that the CCAA is trying to close their NSN program by making the wait so long that the remaining families in the program simply drop out. No one really knows for sure. Obviously, the NSN China program is simply NOT a viable option for most families! In contrast, the China SN Waiting Child program is much, much faster. Since the children are already referred to agencies via the
shared list,
the process is extremely quick. Families can complete the adoption of a waiting child in 7-14 months depending on how long the paperwork takes. Our last China adoption (completed February 2011) was just eight months from start to finish!

Relaxed Requirements
The CCAA has somewhat
relaxed requirements
for families adopting through the Waiting Child program. FOR EXAMPLE: The CCAA allows couples up to the age of 55 to adopt a child in the special needs program, and sometimes older with a waiver. The age limit for the traditional program is 50. Many couples who would not qualify for the healthy (NSN) program are still able to adopt through the waiting child program (that was our situation!).
